Potentially the abolition of the presumption of public benefit early next year is the most far-reaching aspect of the Act.

To be a charity, an organisation must have a charitable purpose for the public benefit — an issue most acute for those charities that charge fees for their services, such as private hospitals and independent schools. Until now, the public benefit for charities to alleviate poverty or promote religion and education has been presumed — they did not have to demonstrate it."
